Position Summary Responsible for solid waste collection and disposal and recycling operations with the Sustainability & Public Health Department with the City of Farmers Branch. This position is responsible for assigning, supervising, and reviewing the activities of work crew and contractors engaged in the collection and disposal of solid waste and recycling; providing administrative, financial, and technical oversight of the landfill operations; managing contracts related to solid waste operations and recycling; and planning, organizing, and directing duties associated solid waste collection and disposal operations and recycling collection and processing in Farmers Branch.
Essential Job Functions - Plans and manages city crew that collect bulk and brush materials from municipal facilities and single-family residences.
- Manages contracts for solid waste and recycling collection and landfill operations.
- Overseas operations of the Citizens Collection Station. Reviews and inspects the operations, reporting, waste approvals, and record retention for the City-owned Camelot Landfill.
- Acts as a liaison to Texas Commission on Environmental Quality for solid waste collection, solid waste disposal and recycling permitting and enforcement.
- Prepares and submits the annual budget request and reviews capital improvement plan, with the required documentation, for the solid waste operations.
- Develops short term and long-range plans and programs for solid waste and recycling operations; establishes broad priorities, work sequencing and allocation of division equipment, material and staffing while ensuring adherence to State, City, and Federal codes and regulations.
- Develops new and innovative operational programs in response to citizen's solid waste disposal and recycling needs while improving the divisions' performance and cost effectiveness; enforce and update, as needed, division policies and procedures that minimize work hazards and enforce safety precautions and increases efficiency; coaches, disciplines, and evaluates City solid waste employees.
- Researches and tactfully responds to citizen complaints regarding City staff and contractors that provide solid waste and recycling operations.
- Attends various meetings during non-business hours as required.
- Performs all other duties as required.
Education and Experience Bachelor's Degree from an accredited college or university is required.
Two (2) to three (3) years of professional experience in solid waste or recycling operations is required.
One (1) to two (2) years of supervisory experience is preferred.
Employment is conditional upon successful completion of a criminal background check, drug and alcohol test, and a motor vehicle review.
Knowledge, Skills and Abilities The following is required and must be possessed by the incumbent:
- Exhibit capability, knowledge, and skill in planning, organizing, directing, and controlling the overall operations of solid waste collection, solid waste disposal and recycling operations; and managing solid waste operations contracts.
- Extensive knowledge of the administration, operation, work hazards and safety precautions of solid waste collection, disposal, and recycling.
- Considerable knowledge of and ability to correctly interpret national organization and industry standards, safety codes, city ordinances, and relevant laws and regulations relating to landfill operations.
- Knowledge of environmental issues specifically relating to landfills and solid waste collection.
- Knowledge about governmental purchasing regulations and policies; skilled at developing requests for proposals, requests for qualifications, and bid solicitation.
- Skilled in reading and correctly interpreting Federal, State, and local laws; codes ordinances; practices, policies, and procedures; other specialized material; and follows through with implementation and maintenance of standards.
- Ability to successfully develop, implement and manage short- and long-range plans and programs; evidence of skills to successfully supervise personnel in all phases requiring disciplinary action.
- Proven skill and ability to effectively communicate orally and in writing, interactive and effective relations and problem solving with all people.
- Ability to prepare and maintain accurate records and reports.
- Skilled in the use of personal computers and related software packages.
- Expert-level knowledge in developing routes and schedules for solid waste collection.
- Skilled in discerning from several alternatives the best/most appropriate course of action.
- Skilled in organization of work and implementation/execution of programs or events and performing multiple tasks simultaneously under time pressures and deadlines.
- Ability to be punctual and attend work regularly.
Special Requirements:
Mobility in an office and field environment is required.
Licenses and Certificates:
Must possess a valid driver's license with a good driving record and ability to maintain while employed.
Texas Commission on Environmental Quality Municipal Solid Waste "A" License is required.
Work Environment:
Moderate exposure to various disagreeable elements with frequent exposure to noise, dust, or other unpleasant conditions. Physical demands are moderate activities in nature, to include walking, stooping, standing, climbing across uneven terrain and slopes and occasional lifting of objects up to 50 lbs. Works both indoors and outdoors in extreme temperatures including heat, cold, temperature swings and inclement weather; some exposure to odor, electrical, mechanical, and toxic hazards that are routinely encountered in utility operations.
